Prepare the graham cracker crust by mixing crumbs, sugar, and melted butter. Press into a pie dish and refrigerate for at least 30 minutes.
Dissolve the orange Jello in 2/3 cup of boiling water, stirring for about 2 minutes. Add ice water and stir until thickened.
Mix the thawed Cool Whip into the thickened Jello mixture until smooth. Stir in the orange zest for added flavor.
